Summary

Brighton and Hove City Council produced its first Local Area Agreement (LAA) in 2005, with subsequent annual refreshes. Culture and sport feature strongly within the key outcomes for the City and as key contributors to delivering economic, environmental, children and young people, health and sustainable transport priorities.

Background

Brighton and Hove City Council was in the first round of authorities to develop Local Area Agreements (LAAs). The 2005 LAA, along with annual refreshes, reflect the significant contribution that culture and sport make to delivering local economic, environmental, children and young people, health and sustainable transport priorities.

Key themes

The City Council’s LAA contains 25 priority outcomes grouped under four key themes:

  • developing a prosperous and sustainable economy.
  • ensuring all our children and young people have the best possible start in life.
  • a healthy city that cares for vulnerable people and tackles deprivation and injustice
  • a safe city that values our unique environment

Key outcomes

The key outcomes in the 2007 LAA refresh that culture and sport contribute to are:

Developing a prosperous and sustainable economy

  • Outcome 1: Attract inward investment to secure development of the Brighton Centre (the Brighton Centre is a key conference and entertainment venue in the City)
Objectives include to:
  • deliver a world class state of the art convention centre
  • to protect and enhance Brighton’s position as a leading conference destination
Measures:
  • new conference centre to open in 2012 (progress on track)
  • Outcome 2: Attract inward investment to secure the development of key economic regeneration projects ensuring that residents of deprived areas benefit from their economic impact
Objectives include to:
  • secure new indoor public wet and dry leisure facilities on the King Alfred/RNR site
  • facilitate the provision of a new 22,374 seater Community Stadium in the heart of East Brighton which will make a significant contribution to the area’s future regeneration and prosperity.
Measures:
  •  leisure centre redevelopment
  • new football stadium
  • Outcome 4: Increase entrepreneurial activity by supporting the sustainable growth of key employment and cultural sectors in the City
Objectives include to:
  • work with industry partners to learn from the success of the city’s partnership scheme ‘Constructing Futures’ to develop and implement a similar model to address the skills and employment needs in key growth sectors such as care, creative & cultural industries, tourism, sport & leisure, health, retail and financial & business services.
Measures:
  • creative industries: safeguard and create an additional 150 new jobs by 07/08
  •  tourism: safeguard and create an additional 100 new jobs by 07/08

Ensuring all our children and young people have the best possible start in life

  • Outcome 7: Being healthy – Children and young people enjoying good physical and mental health and living a healthy lifestyle
Objectives include to:
  • provide protective factors associated with good physical health, especially for the young and vulnerable
  • provide children and young people with the opportunities to learn about how to live a healthy life
Measures:
  • percentage of school children in the City who spend a minimum of 2 hours each week on high quality PE and school sport within and beyond the curriculum
  • Outcome 8: Enjoying and achieving - Getting the most out of life and developing broad skills for adulthood
Objectives include to:
  • improve engagement and achievement through extended school support, out of hours learning and recreational activity
  • Outcome 9: Making a positive contribution – to the community and to society, and not engaging in anti-social or offending behaviour
Objectives include to:
  • provide children and young people with more opportunities to participate in their communities
Measures:
  • number of pupils visiting museums and galleries in organised groups

A safe city that values our unique environment

  • Outcome 21: Improve the quality of the local environment
Measures:
  • number of parks and green spaces with Green Flag Awards
  • percentage of residents satisfied with local parks and open spaces
  • percentage of residents in Tarner and Super Output Areas who are satisfied with local parks and open spaces
  • Outcome 22: Better support the Cultural Quarter by continuing to invest in its heritage assets and the quality of the environment
Objectives (abbreviated) include to:
  • create a magnificent gateway to the city and entrance to its world class cultural offer
  • further improve the public realm throughout the Cultural Quarter
  • maximise and embrace the new and changing perspectives and opportunities within the Quarter that will follow the completion of ……the Jubilee Library and city square, in particular the new learning, information and community opportunities provided by this outstanding new resource
  • preserve, enhance, interpret and promote the historic form and setting of the area …….and to continue to develop it in a sensitive and effective way alongside the emerging new contemporary built environment
  • ensure that the historic buildings and gardens within the Quarter continue to be protected and conserved.
  • ensure that the cultural and creative industries, and the retail, tourism and hospitality sectors continue to innovate, strengthen and grow; and to ensure that there is sufficient investment in the assets we have and emphasis on cultural production and content throughout the Quarter
Measures:
  • visitors to the Royal Pavilion, Brighton Museum and Jubilee Library
  • visitors to the Cultural Quarter
  • Brighton and Hove City Council investment in heritage conservation
  • Outcome 23: Improve awareness and encourage use of sustainable transport choices
Measures:
  • increase cycling in the city (average monthly cycle trips)
  • increase walking in the city

What has been done so far

The July 2007 LAA progress report includes the following examples of progress:

  • key studies and development briefs have been produced for the Brighton Centre and work is on track
  • a “Minded to Grant” planning permission was approved for the King Alfred Leisure Centre subject to the signing of a Section 106. Indications are that a start on site will take place in late 2008
  • projects to provide training and courses for sport and recreation and tourism, retail and leisure have been agreed, based on initial research to identify employer needs
  •  the South East Dance studio, a three year project to create dance and production space and to provide new jobs, support new businesses and develop new skills in the workforce, has been approved

  •  a range of activities have been implemented in order to get more young people to be physically active including the Brighton and Hove School Sport Festival and the provision of Step-o-meters to 300 year 6 pupils
  • a strong partnership has been developed with Arts Council England and local arts organisations. 1,000 activities take place each week at music and performing arts centres and over 700 young people attended the 2006 summer school programme

  • a programme of commissioned activities linked to physical activity and healthy eating programmes have been developed to tackle obesity

  • visitor improvements and repair work has taken place at the Royal Pavilion and Brighton Museum
  • a green flag award has been achieved for the Pavilion gardens
  • at the Jubilee Library learning, information and community opportunities have been expanded under ‘The Word’ brand including author events, film screenings, illustrated talks and writing workshops. The library has seen an increase of 13% in visitor numbers
  • the ‘Journey On’ campaign and website has been launched to encourage and assist people, through journey planning, to use sustainable methods of transport i.e. cycling, walking
  • a range of projects are being delivered as part of obtaining Cycling Demonstration Town (CDT) status, including the ‘Bike It’ project work at 10 schools i.e. installation of cycle parking, promotion of cycling etc
