Care Matters: Time for Change sets out how government and local delivery partners will improve outcomes for children and young people in care. The White Paper requires local authorities to include support for participation in positive leisure-time activities as a basic element of the care pledge.
Local authorities should ensure that:
- participation in play and leisure activities is included in the care plan of every child in care
- children and young people are well supported in getting involved in leisure activities, for example through appropriate transport provision
- their leisure and play provision is free to children and young people in care
- foster carer training includes an understanding of the importance of play and leisure time activities, as well as practical ways of supporting engagement.
