National indicators for culture and sport

There are six culture and sport specific performance indicators within the single set of national indicators. Four will be implemented in 2008/09 with a further two, NI57 and NI199, introduced in 2009/10. Click the indicator titles to find out about data collection for each indicator.

Under the outcome ‘Stronger Communities’:

NI 8 Adult participation in sport: The percentage of the adult population (aged 16 and above) in a local area who participated in sport and active recreation, at moderate intensity, for at least 30 minutes on at least 12 days out of the last 4 weeks (equivalent to 30 minutes on 3 or more days a week)

Data for this indicator will come from Sport England’s Active People Survey, which defines the list of activities that are included. Moderate intensity includes ‘brisk’ walking, those activities that raise the breathing rate and some lighter intensity activities for those aged 65 years and over such as yoga, pilates, bowls, archery and croquet. It will be reported on at single tier, county and district levels. Good performance is defined as a statistically significant increase in the percentage of the adult population who participate at the level and frequency defined.

NI 9 Use of public libraries: The percentage of the adult (aged 16 plus) population in a local area who say they have used a public library service at least once in the last 12 months

Use of a public library will only be included if it has taken place in spare/leisure time and not as part of full time work, formal education or formal volunteering. Data for this indicator will come from Sport England’s Active People Survey and will be reported on at single tier, county and district levels. Good performance is defined as a statistically significant increase in the percentage of the adult population who say they have used a public library service during the last 12 months

NI 10 Visits to museums and galleries: The percentage of the adult (aged 16 plus) population in a local area who say they have attended a museum or art gallery at least once in the last 12 months

Attendance will only be included if it has taken place in spare/leisure time and not as part of full time work, formal education or formal volunteering. Data for this indicator will come from Sport England’s Active People Survey and will be reported on at single tier and county levels. Good performance is defined as a statistically significant increase in the percentage of the adult population who say they have visited a museum or gallery in the past 12 months.

NI 11 Engagement in the arts: The percentage of the adult (aged 16 plus) population in a local area that have engaged in the arts at least three times in the past 12 months

Engagement in the arts is defined as either attending an arts event or participating in an arts activity. Engagement will only be included if it has taken place in spare/leisure time and not as part of full time work, formal education or formal volunteering. Data for this indicator will come from Sport England’s Active People Survey and will be reported on at single tier and county levels. Good performance is defined as a statistically significant increase in the percentage of the adult population who have engaged in the arts at least 3 times in the past 12 months

Under the outcome of ‘Children and Young People – Be Healthy’:

NI 57 Children and young people’s participation in high quality PE and sport: This indicator is still being finalised. It is likely that it will be:

  • the percentage of young people (aged 5-16 years) taking part in at least two hours high quality PE and sport within the school day each week and up to three additional hours of sport beyond the school day.
  • the percentage of 16-19 years participating in three hours each week of sporting activities.

It is anticipated that the data will be collected through an annual DCSF survey and will be available at a single tier and county council level. Consultation on the NIs due to be introduced in 2009/10 is expected in summer 2008

NI199 Children and young people’s satisfaction with parks and play areas: This indicator is still being finalised. It is likely that it will be around the percentage of children who think that parks and play areas are good or very good in their local area.

It is anticipated that the data will be collected through the TellUs annual survey of young people in years 6,8 and 9 which already includes a question ‘What do you think of the parks and play areas in your local area?’. It will be available at a single tier and county council level. Consultation on the NIs due to be introduced in 2009/10 is expected in summer 2008.
