Evidence base and data sets

Sources of data to populate the cultural and sports performance measures and targets may be available at a national, regional and/or local level.

Only a small number of robust data sets exist for culture and sport that enable analysis across every region or local authority area. Current sources applicable to the South East region, and the level of analysis possible, include:

  • Taking Part – the National survey of cultural and sports participation. This is a continuous annual survey that commenced in 2005. It enables analysis at a national and regional level.
  • Active People – the national survey of participation in sport and active recreation. This was first undertaken in 2006 and is now a continuous annual survey. It enables analysis at a national and regional level and by every local authority area.
  • Audit Commission Area Profiles – this brings together data sources for culture and sport. It consists mainly of data collected through the former Best Value Performance Indicator satisfaction survey and other data collected from local authorities as part of Comprehensive Performance Assessments, plus data from the CIPFA surveys. It enables analysis at national and local authority level. Some indicators currently contained in the Area Profiles may be discontinued as changes are implemented to the indicators and the data collected at local authority level as a result of the national indicator set and the new Place Survey
  • Place Survey - the Government has published proposals for a new survey to be carried out by local authorities every two years starting in 2008. Twenty indicators from the national indicator set related to citizen’s perspectives will be collected through this new survey and data will be available for each local authority area. Consultation on the proposals closed in February 2008. Final guidance on implementing the Place Survey is due in April 2008.

These are the main national data sets available at the current time that can provide either baseline data or potential future data to populate targets.

Other sources of data may be available to authorities in the South East or at a sub-regional or individual authority level, where authorities or partnerships have commissioned research.
