The ‘2007 Pre-Budget Report and Comprehensive Spending Review’ sets out the government’s key national priorities over the period 2008-11 and defines the future performance framework for government. It contains two elements:

• Departmental Strategic Objectives (DSO)
• Public Service Agreements (PSA)

The national objectives, outcomes and measures for culture and sport are reflected in a number of departmental DSOs and PSAs, but particularly in those of the Department for Culture, Media and Sport (DCMS) and the Department for Children, Schools and Families (DCSF). The DSOs and PSA targets are in turn reflected in the funding agreements between the DCMS and the cultural and sport non departmental public bodies and in their agreements and partnerships with local authorities and other key stakeholders.

Key outcomes for culture and sport in the DSOs and PSAs include:

• increasing participation in culture and sport by adults
• delivering a successful Olympic Games and Paralympic Games with a sustainable legacy
• getting more children and young people taking part in high quality PE and sport.
