The Sustainable Communities Plan in February 2003 set out the Government's strategy for tackling the housing shortage in the Greater South East of England, as well as low housing demand in parts of Northern England, and homelessness across the UK. Its most significant step was to designate several locations in the Greater South East for concentrated development. These locations are known as the Growth Areas
The Growth Areas are locations identified in the Government's Sustainable Communities Plan (ODPM 2003) . They are in the Greater South East of England, and fall within the administrative regions of the South East of England, East of England, London, and the East Midlands.
